Sign-in lockout
After this many wrong passwords from the same address or account, sign-in is blocked for the lockout period.
Rate limit
Each address can call the API this many times in the window. This slows floods and automated clients. Large uploads send one request per 32 MB.

Storage
Quota is enforced when a file is saved. Usage is the sum of files still in Drive. A second copy of the same bytes still counts.
